On Monday, September 18, 2023, EPN submitted comments on the Office of Management and Budget’s (OMB) proposed guidance for assessing changes in environmental and ecosystem services (ES) in benefit-cost analysis. EPN commends OMB on its proposal, which is grounded and well-documented and reflects the status and trends in the current economic literature on ES. We offered recommendations that focus on strategic and institutional opportunities for the proposed guidance.
