On October 1, 2025, Reid Harvey, former Division Director in EPA’s Office of Atmospheric Protection, gave oral testimony on behalf of the Environmental Protection Network about EPA’s proposed repeal of the Greenhouse Gas Reporting Program, warning it undermines congressional intent and harms U.S. interests. He outlined five harms: loss of public emissions data, reduced investor and policymaker access to information, burdens on companies, international trade risks, and weakened U.S. foreign policy. He argued the proposal rests on flawed cost-benefit analysis, ignores state, industry, and public costs, and results from broader administrative actions that have already weakened EPA’s GHG reporting and inventory programs.
