Virtual Testimony on Proposed PFAS Rollbacks

On July 7, 2026, Michelle Montoya, Policy Director at Environmental Protection Network (EPN), and Marc Boom, Senior Director of Public Affairs at EPN, gave testimonies strongly opposing two EPA proposals that weaken drinking water protections for toxic PFAS chemicals.

Regarding the rescission of regulatory determinations for four PFAS substances, EPN argued that the rollback ignores established science linking cumulative chemical mixtures to serious health harms. EPN contended that the agency’s procedural justifications misinterpret the Safe Drinking Water Act, weaponizing legal technicalities to delay essential safeguards at the expense of public safety.

Regarding the proposal to extend the 2029 compliance deadline for PFOA and PFOS by two years, EPN asserted that the EPA lacked sufficient evidence to justify the delay. EPN noted that billions in federal funding and legal settlements are already available to offset treatment costs, and criticized the agency for withholding critical wastewater rules while failing to provide any scientific rationale for its proposed “unreasonable risk” exemption threshold.
