Comments on Politicizing Federal Grants
EPN and L4GG Submit Comments Opposing Proposed Federal Grants Rule
– EPN and L4GG submitted extensive comments to the Office of Management and Budget opposing proposed changes to the government’s federal grants guidance.
– Throughout the comment period, EPN and L4GG provided templates and trainings that helped hundreds (if not thousands) of stakeholders understand the proposal and submit informed comments. The proposal generated extraordinary public interest, with nearly 500,000 comments submitted and bipartisan concern from members of Congress calling for portions of the rule to be withdrawn and the comment period extended.

A Notable Win in Court
A federal district court ruled that agencies cannot invoke the “Termination Clause” to cancel a grant simply because the administration’s priorities have changed since the grant was awarded. The case was brought by 20 states, three governors, and D.C. Under the ruling, termination is only valid if a grant fails to meet the goals and priorities in place at the time it was originally awarded.
This decision does not undo prior terminations, but it matters for three reasons. First, it gives terminated grantees additional case law to draw on in pursuing claims at the Court of Federal Claims. Second, it strengthens protection for currently active grants against termination attempts under this provision. Third, it reinforces the importance of continuing to push back on proposed changes to the 2 CFR 200 grant regulations, which would make termination authority significantly broader. We’ll continue monitoring the case, including whether DOJ appeals. A link to the court order can be found here.

Climate Justice Microgrants
The Climate Advocacy Lab is accepting applications for its 2026 Climate Justice Microgrants Program, which will award five $10,000 grants to U.S.-based organizations with annual budgets under $1 million. Unlike traditional project grants, these microgrants support organizations in documenting and sharing lessons learned from completed climate justice or clean energy initiatives that advanced equitable, community-based solutions. Priority will be given to projects serving frontline communities and those at the intersection of climate, democracy, and immigration, particularly in the Great Lakes, Great Plains, Mountain West, and rural regions. Organizations must be a 501(c)(3) or fiscally sponsored. Applications are due July 26, 2026. Learn more and apply here.

Climate Change AI Virtual Summer School
Starting today! The Climate Change AI Virtual Summer School runs July 20–August 22, offering a free, five-week online opportunity to explore how AI can be responsibly developed and applied to advance climate, environmental, and equity goals. Designed for researchers, practitioners, policymakers, students, and community leaders around the world, the program features expert-led lectures and hands-on tutorials on topics ranging from AI ethics and sustainability to climate science, energy, biodiversity, public health, and more. A2 Community Organizing Institute
Join the Anthropocene Alliance (A2) Community Organizing Institute’s quarterly training series—a free, three-part program designed to equip communities with practical organizing strategies to build community power, strengthen campaigns, and advance local priorities. Through interactive sessions, participants will gain tools and approaches they can immediately apply to their own advocacy and organizing efforts. Fair Shake Environmental Legal Services Workshops
Fair Shake Environmental Legal Services is a nonprofit environmental law organization that expands access to environmental justice by providing legal services regardless of income. The organization offers legal counsel, litigation support, nonprofit consulting, and community planning and outreach to individuals, community groups, and nonprofits navigating environmental law and policy. Fair Shake also hosts a monthly legal advocacy workshop series (held every third week of the month) focused on building practical law and public policy skills.
On Thursday, August 17, from 12-1:30pm eastern, they will hold a Citizen Suits Workshop. Learn what citizen suits are, how they can help residents hold polluters accountable, and what a typical case looks like. Public Comment Toolkit on Proposed Bureau of Land Management Rule
Third Act has developed a Public Comment Toolkit to help individuals respond to a proposed Bureau of Land Management rule that would reduce oil and gas bonding requirements on public lands by more than 90%—potentially leaving taxpayers responsible for cleanup costs—and shorten the public review period for proposed oil and gas leases from 90 days to just 10 days. The toolkit explains the proposed rule, why it matters, and offers practical guidance for writing an effective, personalized public comment. Public comments are a critical part of the federal rulemaking process and can influence agency decisions or help establish the legal record for future challenges. Comments are due by August 24, 2026. Pro Bono Air Dispersion Modeling Services
The Environmental Health Project offers free, pro bono air dispersion modeling to help communities better understand how emissions from proposed or existing facilities may affect local air quality.
