On July 13, 2026, Environmental Protection Network and Lawyers for Good Government submitted formal comments opposing the Office of Management and Budget’s proposed regulation governing federal financial assistance, arguing that it exceeds OMB’s legal authority, imposes unlawful and burdensome grant conditions, and undermines longstanding federal grant administration. EPN believes the proposal weakens transparent, accountable governance, threatens the lawful distribution of congressionally appropriated funding, and could disrupt critical services provided by states, Tribal governments, local governments, nonprofits, schools, and other organizations that rely on federal grants.
