Hazardous and Solid Waste Management System: Disposal of Coal Combustion Residuals From Electric Utilities; Legacy/CCRMU Amendments

Chimney smoke from factory next to a river

On June 29, 2026, the Environmental Protection Network and Lawyers for Good Government submitted formal comments to EPA opposing the agency’s proposed changes to federal coal combustion residuals (CCR) regulations, arguing the rule would abandon established and achievable groundwater protection standards, corrective action requirements, closure practices, and compliance timeframes. EPA’s proposed “risk-based” approach would expand regulatory exemptions, delay cleanup of contaminated sites, and give excessive discretion to permit writers at the expense of groundwater protection, environmental justice, and public health. EPN urged EPA to retain enforceable national standards and withdraw the proposed rollbacks.
