On May 11, 2026, Environmental Protection Network submitted formal comments to EPA opposing several proposed revisions to the EPA’s Risk Management Program (RMP) regulations, which aim to change prevention-focused elements of the 2024 Safer Communities by Chemical Accident Prevention (SCCAP) rule.
EPA’s assertion that a decline in accidents from 2014 to 2023 demonstrates sufficient existing prevention programs is flawed because the data predates the implementation of the 2024 SCCAP rule’s core provisions. Ongoing incidents resulted in 335 RMP-reportable accidents with offsite impacts during that period, approximately $540 million in annual damages, and a persistent pattern of repeat accidents at multiple facilities, showing that systemic gaps remain.
