State of California – Environmental Health Hazard Assessment Office, Environmental Program Manager (Application deadline: May 27, 2025)
The Climate Indicators and Site Assessment Section (CISAS) within the Air and Site Assessment and Climate Indicators Branch provides scientific evaluations, research and technical work for CalEPA, its boards and departments, other state and local programs, nongovernmental organizations, and other entities on issues relating to environmental challenges that impact human or ecological health. CISAS comprises two main programs: the Contaminated Sites Program and the Climate Change Indicators Program. The Contaminated Sites Program provides technical consultation and support on human and ecological health risk assessments to California’s Regional Water Quality Control Boards and local governmental agencies overseeing the investigation and cleanup of contaminated sites. The Climate Change Indicators Program conducts research to prepare periodic reports on indicators that track observed changes in climate, the human factors that influence these changes (its “drivers”), and the impacts of these changes on California’s physical environment, ecosystems and human health. CISAS is also responsible for other activities, including updating a list of potentially hazardous art and craft materials, and providing toxicological expertise in support of other OEHHA programs, as requested (including programs assessing human and ecological risks from environmental pollutants accidentally released into water or soil, from toxins associated with harmful algal blooms, and from agents used against invasive pests). The section is also responsible for responding to general inquiries received through the department’s public information email account.
Under general direction of the Supervising Toxicologist (Managerial), Chief, ASACIB, the Environmental Program Manager I (Supervisory) (EPM I) serves as the Chief of CISAS. In this capacity, the EPM I supervises a section of Associate/Staff Toxicologists (Specialist) and Environmental Scientists/Senior Environmental Scientists (Specialist) and provides expert scientific direction and management of the Section’s programs, coordinating as appropriate with other parts of the department and other state, local, federal and Tribal government, academia and research institutions.

The Senior Chemist will assist the Laboratory Manager in developing, implementing, reviewing, controlling, and maintaining the documentation required by CA ELAP regulations for quality control charts, data packages, corrective actions, data alerts, non-conformances, demonstration of competency records, associated data uncertainty, calculations, quality procedures, method detection limits, and State certification samples. The candidate will perform internal audits for all analytical methods in the laboratory for chemistry and microbiology and provide updates on report findings. While the main focus of the position is quality assurance, the selected candidate will also cover the duties of the lab’s other Senior Chemist as needed.
